Mrs ARMITAGE (Launceston ) - Mr President, I have listened carefully to your words as well. Although I understand where the members are coming from, I am not voting this down on the first reading. I believe it is only appropriate that we follow procedure and allow it to go onto the notice paper. There will be an opportunity to vote if it comes to suspension of standing orders. I have plenty of comment that I could make on the bill, if it happens to get to us, but at the moment we should do the appropriate thing, as we have done with every other bill. Whether we have liked them or whether we have not, we allow them to go on the notice paper; it is the right and proper thing to do. I will not be voting it down on the first reading. Mr PRESIDENT - I believe there is only one speaker and the honourable member has already spoken. The question is that the bill be read the first time.
